First baseline

A baseline is a deliberate, immutable full snapshot of the base (configuration and data).

1. Review changes since the last baseline.
2. Choose Freeze state (wording may vary in the UI).
3. Add name, description, and optional reason.
4. Confirm — timestamp and author are recorded automatically.

The working state remains editable afterwards.
